Well with modern tools sure.
You could get the momentum of the particle and then state that its position is on Earth.
My brain's short-circuiting right along with Grandma-P's.

Explanation: The above is a paraphrase of the Heisenberg Uncertainty Principle, which is important in quantum physics -- but because it has a catchy name has become pretty often quoted in pop-culture.
